The Washington State Comprehensive Guidance and Counseling framework incorporates the three-tiered model that is consistent with the structural frameworks for Response to Intervention (RTI) and for Positive Behavioral Intervention and Support (PBIS). The three-tiered model is supported by ASCA’s 2008 statement on RTI.
Below is a very simple description of the tiers reflected in the Washington CGCF “tree.” Examples of specific interventions for each tier are incorporated below.
Tier 1 is prevention-oriented. All students in Tier 1 receive high quality, evidence-based services and guidance curriculum. Examples of Tier 1 activities
Tier 2 is intervention. In Tier 2, a smaller set of identified students receive additional services and guidance curriculum to meet their individual needs. Examples of Tier 2 activities
